Governor Rick Snyder devoted most of his State of the State speech Tuesday night to the Flint water crisis. Rick Pluta has a report on address and the governor's plan.

Governor Snyder says the Flint water crisis was a failure of government on every level.  And he says the state has a responsibility to act.  “To you, the people of Flint, I say tonight, as I have before, I am sorry and I will fix it,” he said.

The governor asked the Legislature to approve a 28 million dollar emergency appropriation for Flint and said a longer-term strategy to address water infrastructure throughout the state is under development.

Snyder also promised to make all his e-mails related to the Flint water crisis public so people can get a better grasp on what went wrong.
