Downtown Development Authority Sets Conditions For Surface Parking Lot In Ann Arbor

Ann Arbor's Downtown Development Authority is putting some conditions on allowing the former Y-Lot on Fifth Avenue to return as a surface parking lot. 

Under the parking contract with the city, the DDA can object to the proposal. The objection will be withdrawn if the property owner agrees to receiving no revenue until after a $100,000 commitment to affordable housing is met. 

Executive Director Susan Pollay says the city must also waive the 17 percent of revenues they would receive from this lot. "This isn't new money.  We're not going to see new people driving downtown just to park in a parking lot.  Likely these people who are coming here to go to the library, the adjacent offices, come downtown for a bite to eat, they're currently using other parking facilities," Pollay says.

The parking is only a temporary option since the sale of the land required an occupied building by 2018.
